I'll write more about it.
It's true in so many ways.
One of the main reason is that:
When you build a thing, you'll learn many new stuffs. So, it's easier to change it later in time, simply because you are smarter than before
Therefore, don't wait for complete instructions. Just build it, and change it later.
Another thing is that requirements and instructions always change. You cannot expect your manager to have a complete requirement or instruction.
Be very forgiving about it. When things must change, they must change.
It takes a skill to build things that are ready for changes. Once you acquire the skill, you will be one step closer to greatness.
